This property has a documented history as a landfill going back to 1930. Historical insurance policies issued during those prior operations and through 1986 could fund a cleanup — and recover costs already spent.

This property served as a municipal refuse dump and landfill from approximately 1930 to 1972, with waste discarded along the river bank in what was then a bog; during part of that period, refuse was incinerated on-site prior to placement in the landfill before the practice was discontinued. Initial remediation in 1972 included dike construction, surface grading with silty sand, and rip-rap placement along the bank. Ecology recorded a No Further Action status in 1989, but the site was reclassified to Cleanup Started in 2016 following identification of historical contamination, with ERTS reports filed as recently as 2023. That history could support an insurance cost recovery claim against carriers who issued insurance policies 40+ years ago.
