This property has a documented history as a industrial and manufacturing facility going back to 1925. Historical insurance policies issued during those prior operations and through 1986 could fund a cleanup — and recover costs already spent.

This property operated as a pulp and paper mill from 1925 through 1969, with former operators including Pacific Straw Board and Paper Company, Pacific Paper Board Company, and Washington Pulp and Timber Company; the site was subsequently used for asphalt and concrete manufacturing. The mill's truck repair garage was served by three underground storage tanks, including a leaded-gasoline tank, all excavated and removed in 1991; during that interim remediation approximately 24,100 gallons of contaminated pit water and groundwater were pumped and disposed of. Additional investigation has addressed PCBs and dioxins/furans associated with the mill's boiler house and transformers. The site is currently enrolled in the Voluntary Cleanup Program, with a Remedial Investigation conducted from 2013 to 2023 and cleanup ongoing.
