This property has a documented history as a industrial and manufacturing facility going back to 1964. Historical insurance policies issued during those prior operations and through 1986 could fund a cleanup.

This property operated as a wrecking yard and auto and truck parts recycling facility from 1964 through 1992, with industrial-scale vehicle dismantling, storage, and processing conducted on site throughout that period. Remediation to date has been limited: approximately 12 inches of surface soil and a layer of accumulated oils and greases were excavated in 1991, and the site is currently listed under Independent Remedial Action with an interim remedial action report received. Groundwater monitoring in 2004 documented declining metals contamination values in at least one monitoring well, but cleanup has not been completed. That history could support an insurance cost recovery claim against carriers who issued insurance policies 40+ years ago.

Why Historical Insurance Policies May Be Accessible

Pre-1986 Commercial General Liability (CGL) policies were occurrence-based and did not contain an effective pollution exclusion in Washington.
