This property has a documented history as a landfill going back to 1966. Historical insurance policies issued during those prior operations and through 1986 could fund a cleanup.

The Granite Falls Landfill, located north of Granite Falls along Mountain Loop Highway, received mixed municipal solid waste that was dumped and burned at the site from 1966 through 1976. Metal and glass debris from those operations remain visible at the surface along the west slope. An independent cleanup action was subsequently completed and a no-further-action recommendation was issued, though the site currently carries an Awaiting Cleanup status under Ecology's Standard Cleanup program. Why Historical Insurance Policies May Be Accessible

Pre-1986 Commercial General Liability (CGL) policies were occurrence-based and did not contain an effective pollution exclusion in Washington. If contamination occurred while those policies were active, those historical insurance carriers may still have a legal obligation to fund the cleanup costs, even if the business closed or the property changed hands.

The waste disposal and burning operations that generated contamination at this site ran for a full decade before 1986, squarely within the era when occurrence-based Commercial General Liability policies were routinely issued to commercial and municipal operators without an effective pollution exclusion.
