This property has a documented history as a automobile dealership predating 1986. Historical insurance policies issued during those prior operations and through 1986 could fund a cleanup — and recover costs already spent.

This property was operated by Budget Rent A Car as a vehicle rental facility with underground storage tanks used to fuel its rental fleet. Two 4,000-gallon USTs storing regular, unleaded, and leaded gasoline were excavated and decommissioned in 1995, along with approximately 400 cubic yards of petroleum-contaminated soil. The site is currently capped with asphalt, and further characterization and in-situ remediation have been recommended. Cleanup is ongoing under Washington's Standard Cleanup program. Why Historical Insurance Policies May Be Accessible

Pre-1986 Commercial General Liability (CGL) policies were occurrence-based and did not contain an effective pollution exclusion in Washington. If contamination occurred while those policies were active, those historical insurance carriers may still have a legal obligation to fund the cleanup costs, even if the business closed or the property changed hands.
