This property has a documented history as a bulk fuel distribution terminal going back to 1935. Historical insurance policies issued during those prior operations and through 1986 could fund a cleanup — and recover costs already spent.

This property served as the base of operations for Napier & Scott Fuel, Co. from about 1935 through the early 1960s, with fuel oil storage and distribution from underground storage tanks as the primary commercial activity by the late 1940s and 1950s. Cleanup under the Voluntary Cleanup Program has included the removal of multiple USTs in 1999 and 2017, excavation and off-site disposal of 130 cubic yards of contaminated soil, and recovery of 2,500 gallons of petroleum-affected groundwater. Four quarters of groundwater monitoring were completed between 2016 and 2017, and Ecology determined in 2019 that further remedial action is necessary; cleanup work remains ongoing.
