This 260-acre property in Tacoma has served a variety of industrial purposes for approximately 100 years, including railroad equipment manufacturing and repair (1892–1974), iron and brass foundry operations (1890–1980), car dismantling, foam manufacturing, wood frame manufacturing, and steel fabrication. The EPA identified the site as a hazardous waste site in 1981. Cleanup activities have included the excavation and removal of multiple underground storage tanks — which had stored leaded gasoline — with subsequent clean closures, along with a multi-year remedial investigation and associated monitoring. Why Historical Insurance Policies May Be Accessible

Pre-1986 Commercial General Liability (CGL) policies were occurrence-based and did not contain an effective pollution exclusion in Washington. If contamination occurred while those policies were active, those historical insurance carriers may still have a legal obligation to fund the cleanup costs, even if the business closed or the property changed hands.
