This property has been used for industrial manufacturing since 1956, with operations continuing under successive operators through 2003. The manufacturing processes included non-stick coating applications using per- and polyfluoroalkyl substances (PFAS), along with oils, solvents, and coolants documented in a 1995 spill prevention plan. PFAS contamination has been confirmed in soil and groundwater, and off-site impacts include PFAS detections in private potable wells, a drinking water advisory, installation of off-site monitoring wells, and evaluation of point-of-entry treatment systems for affected residences. The site remains an active Wisconsin DNR Environmental Remediation Program case, with additional PFAS site investigation directed after the initial site investigation report was not approved in 2025. That history could support an insurance coverage claim against the carriers who issued policies more than 40 years ago — coverage that could help fund the cleanup ahead.
Pre-1986 Commercial General Liability (CGL) policies were occurrence-based and did not contain an effective pollution exclusion in Wisconsin — and those policies may provide coverage that remains enforceable today. If contamination occurred while those policies were active, those historical insurance carriers may still have a legal obligation to fund the cleanup costs, even if the business closed or the property changed hands.
Industrial manufacturing operations at this property began in 1956 and continued through the mid-1980s and beyond, placing the PFAS-discharging activity squarely within the pre-1986 window. The ongoing PFAS investigation, potable well monitoring, residential treatment system installations, and remediation work ahead represent future costs that those historical carriers may be obligated to fund.
