Die-casting manufacturing operations have been documented at this property since 1898, with decades of pre-1986 use involving PCB-containing materials and chlorinated solvents including tetrachloroethylene (PCE) and trichloroethylene (TCE). An active groundwater extraction and treatment system (GETS) has treated approximately 4.7 million gallons of PCE-impacted groundwater in the first half of 2025 alone, removing roughly 42 pounds of volatile organic compounds. PCB-contaminated sediment has migrated through the storm sewer system to off-site public property, and semi-annual sediment and surface water monitoring continues under Wisconsin DNR Environmental Remediation Program oversight through at least 2026. That history could support an insurance coverage claim against the carriers who issued policies more than 40 years ago — coverage that could help fund the cleanup ahead.
Pre-1986 Commercial General Liability (CGL) policies were occurrence-based and did not contain an effective pollution exclusion in Wisconsin — and those policies may provide coverage that remains enforceable today. If contamination occurred while those policies were active, those historical insurance carriers may still have a legal obligation to fund the cleanup costs, even if the business closed or the property changed hands.
Industrial operations at this site have been continuous since 1898, and the primary contaminants — PCBs, which were banned in 1979, and chlorinated solvents — necessarily originated well before 1986. The ongoing groundwater extraction and treatment, off-site sediment investigation and remediation, and semi-annual monitoring program represent substantial future costs that those pre-1986 carriers may be obligated to fund.
