This property has operated as a gasoline station since at least 1940, when city directories recorded Art's Shell Service at the location, with a 1949 Sanborn Fire Insurance Map confirming gas and oil storage on site. ARCO redeveloped the property in 1984 as a retail gasoline and diesel fuel station with a convenience store, installing three 12,000-gallon underground storage tanks and distribution piping placed in service by 1985. Groundwater monitoring across multiple wells has confirmed petroleum hydrocarbon contamination — including TPH-g, benzene, ethylbenzene, and total xylenes — exceeding MTCA Method A cleanup levels, with the groundwater plume migrating south toward the Duwamish River roughly 525 feet from the site. The USTs were removed in 2002 and cleanup is ongoing under the Voluntary Cleanup Program. That history could support an insurance cost recovery claim against carriers who issued insurance policies 40+ years ago.
