This property operated as a commercial fueling station through multiple ownership eras — formerly known as Island Crossing Truck Stop and Gull Service Station before becoming Tesoro Arlington Station 62162. Nine underground storage tanks holding gasoline, diesel, fuel oil, and waste oil were decommissioned in 1989 during system upgrade activities, at which time soil and groundwater contamination were discovered and 2,400 cubic yards of impacted soil were excavated and disposed of offsite. The site entered the Voluntary Cleanup Program and has since received a No Further Action determination. That history could support an insurance cost recovery claim against carriers who issued insurance policies 40+ years ago.
Pre-1986 Commercial General Liability (CGL) policies were occurrence-based and did not contain an effective pollution exclusion in Washington.
