This property operated as a retail gasoline station from approximately 1936 through 1962, with ownership records tracing back to 1932 and successive operators including Standard Oil of California and Signal Oil Company. Aerial photographs confirm a gas station building on the site as early as 1936, with a replacement structure visible by 1956; the property was vacant by 1969. Two underground storage tanks with capacities of 500 to 800 gallons — associated with the former Chevron Service Station #207626 — were discovered during a 2006 remedial investigation, decades after the station ceased operations. Cleanup work is underway. That history could support an insurance cost recovery claim against carriers who issued insurance policies 40+ years ago.
Pre-1986 Commercial General Liability (CGL) policies were occurrence-based and did not contain an effective pollution exclusion in Washington. If contamination occurred while those policies were active, those historical insurance carriers may still have a legal obligation to fund the cleanup costs, even if the business closed or the property changed hands.
