This property has a documented history as a gasoline service station predating 1986. Historical insurance policies issued during those prior operations and through 1986 could fund a cleanup — and recover costs already spent.

This Winlock property operated as a service station and car dealership with six steel underground storage tanks, none of which were registered with Ecology — consistent with installation predating mid-1980s UST registration requirements. A 2006 contractor assessment determined the tanks had been out of service for more than 25 years, and all six USTs were removed that year. Site investigations have confirmed benzene and petroleum gasoline contamination in soil, while groundwater has not yet been fully evaluated — a January 2026 SHARP report noted that current groundwater data are still needed. Cleanup is underway under the Standard Cleanup program. That history could support an insurance cost recovery claim against carriers who issued insurance policies 40+ years ago.

Why Historical Insurance Policies May Be Accessible

Pre-1986 Commercial General Liability (CGL) policies were occurrence-based and did not contain an effective pollution exclusion in Washington.
