This property has a documented history as a industrial and manufacturing facility predating 1986. Historical insurance policies issued during those prior operations and through 1986 could fund a cleanup.

This property operated as a salvage yard prior to 1987, accumulating junk metals, waste oil, batteries, drums, capacitors, and electrical transformers — including PCB-containing equipment. EPA and Ecology inspections in early 1987 documented PCB-contaminated runoff at 52 mg/kg leaving the site through north and south gates, with a rainbow sheen observed in runoff draining toward the Duwamish Waterway approximately 75 feet to the northeast. Multiple contaminants — PCBs, PAHs, halogenated solvents, arsenic, lead, mercury, and petroleum hydrocarbons — are suspected in groundwater and surface water, though no groundwater samples have ever been collected at the site. The site is awaiting cleanup under the Standard Cleanup program. That history could support an insurance cost recovery claim against carriers who issued insurance policies 40+ years ago.

Why Historical Insurance Policies May Be Accessible

Pre-1986 Commercial General Liability (CGL) policies were occurrence-based and did not contain an effective pollution exclusion in Washington.
