This Tacoma property was commercially developed as a nursery as early as 1941 and redeveloped circa 1965 as the Pacific Center strip mall, which housed dry cleaning tenants — the Pacific Launder Center from 1965 through at least 1974, and the Tacoma Dry Cleaning & Laundry Center from as early as 1979 through at least 1984. City of Tacoma architectural plans from 1965 confirm the installation of dry cleaning equipment on site. Site characterization has confirmed releases of dry-cleaning solvents, with tetrachloroethylene (PCE) detected at up to 44 µg/L and trichloroethylene (TCE) at up to 16 µg/L in groundwater — both exceeding MTCA Method A cleanup levels of 5 µg/L. Cleanup is underway through the Voluntary Cleanup Program. That history could support an insurance cost recovery claim against carriers who issued insurance policies 40+ years ago.
Pre-1986 Commercial General Liability (CGL) policies were occurrence-based and did not contain an effective pollution exclusion in Washington.
