This industrial property operated as a wood treating facility from approximately 1965 until 2000, with pentachlorophenol (PCP) dip tank operations releasing contaminants into soil and groundwater over decades of use. A major EPA removal action excavated contaminated soil in 2005–2006, but residual dioxin contamination remains in surface soil at concentrations up to 8 micrograms per kilogram, and PCP has been confirmed in groundwater at concentrations up to 6 micrograms per liter across five monitoring wells. Oregon DEQ and Quadgroup LLC entered into a Prospective Purchaser Agreement in 2010 requiring additional groundwater monitoring, contour mapping, and covering of residual dioxin — and the site remains on the Confirmed Release List as of 2025 with no No Further Action determination issued. The ongoing groundwater monitoring, contour mapping, and residual dioxin management required under the site's Prospective Purchaser Agreement with Oregon DEQ, along with any further investigation or remediation needed before a No Further Action determination can be issued, are precisely the type of future cleanup costs this property still faces that historical pre-1986 carriers may be obligated to fund.
