This property has served as the Nemah Salmon Hatchery, operated by the Washington State Department of Fish and Wildlife, since the facility was constructed in 1951. Multiple underground storage tanks for fuel and heating oil were installed in the 1950s to support hatchery operations. Cleanup activities have included UST removals in 1993 and 1998, excavation of contaminated soil, installation and later decommissioning of monitoring wells, and management of investigation-derived wastes. Why Historical Insurance Policies May Be Accessible

Pre-1986 Commercial General Liability (CGL) policies were occurrence-based and did not contain an effective pollution exclusion in Washington. If contamination occurred while those policies were active, those historical insurance carriers may still have a legal obligation to fund the cleanup costs, even if the business closed or the property changed hands.

Petroleum contamination at this site traces to fuel and heating oil tanks installed and operated continuously from the 1950s — more than three decades before occurrence-based CGL policies began excluding pollution claims in 1986.
